If a engine needs to meet Euro 2 emission standards does it mean the manufacturer may lower engine power?

I was looking to buy a new motorcycle, but someone told me to buy a used one which was built before the government changed the law.

He said that nowadays because some bikes need to meed Euro 2 the manufacturers need to cut emissions by lowering the engines performance.

Does anybody know if the Euro 2 thing really matters?
And if so what effect does this have on the bike’s, performance if any.

New cycles needing to meet standards MAY lower engine power from manufacturer, however some of the latest models with fuel injection and catalytic converters have more power with same sized engine as 5 years earlier.What make and model cycle are you thinking about? does manufacturer plan to sell same engine with fancier fuel system and exhaust- increased price? May be a bit faster than 2/3 years previous model. Market decisions regarding emissions will determine power- the same basic engine as last year with a shorter duration cam and air injection exhaust, lower compression can sell for about same price and lower performance will be accepted. the same manufacturer could also bring out slightly different model with larger engine to regain performance a higher cost at same time as cheaper lower powered model- both may sell well. BMW did this years back with ‘old’ 800 engine and ‘new’ 1000 engines in same basic frames.
