If your engine is running at IDLE SPEED, there should be some indication of engine RPM. If the engine is shut OFF, you may not see the engine RPM drop to zero. Some cars have a pin in the tachometer face that will keep the RPM indication from ever going to zero. This is because of the tachometer mechanism not being able to make an accurate count of very low RPM readings. CHECK ENGINE light coming ON with movement of gas cap is the most common fault code encountered by OBD-II CODE Monitor. Usually, a new cap or a new gasket will correct the gas cap seal to the gas tank. The gas cap must be able to detect vacuum as well as pressure indications on an OBD-II car.
References :
Licensed CA smog inspector.

Sounds as tho you have fixed your emissions problem. Good Job. RPM stands for the revolution per minute your engine is turning. To have 0 rpm, would mean your engine is not turning, at 1 means 1,000 revs per minute a perfectly normal idle condition. Sometimes we worry to much, luv ser
References :
ASE master certified tech

yeah that normal when you turn your car it will be at 1rpm.If the engine is cold(winter) it will go up a little (1100?) and go back into 1000 rpm.If you put it in drive or reverse it less then 1000RPM.Check your self if you dont believe me
