What can i do to help my car lower it’s emissions to pass a California smog?

So last month my 1991 toyota camry failed a california smog test because it apparently had 3x the amount of emissions that it should. I wasn’t there for the smog test so i can’t say specifics, but i was wondering if anyone had any tips as how to reduce the emissions, AND anything that might be causing a faulty reading. Thanks
If everything is working properly, put a new cat on it…that will clean it up..

If everything is working properly, put a new cat on it…that will clean it up..
