How soon I can do emission test before renewal ?

How soon I can do emission test before renewal ?
I need to renew it by end of April.
Can I do the emission test now, and when the renewal form comes in April, I can submit it at that time.. right ?

PS. If emission test fails, then if I go back, then retest fee is free ?
