Its an administrative approach used to control pollution by providing economic incentives for achieving reductions in the emisons of pollutants. It is also called cap-and-trade
Emission trading is an ugly joke with the health of the planet.
There are places on the earth where are not emissions, or emissions are very small.
Instead of reducing large emissions, there is a "trade" with that places, buying the right to produce more emissions.
