		<description>I think it interferes with interstate commerce. While there can be a duality of regulation, generally federal law trumps. When it comes to importing vehicles and interstate  commerce and transportation, I believe that determining emission standards should be a federal question not a state question. People will drive their cars; sell their cars across state lines, etc. Would a consumer who buys a car be able to tell if he or she just paid for a car that he or she could not use in his or her state. Chaos will ensue.&lt;br&gt;&lt;b&gt;References : &lt;/b&gt;&lt;br&gt;</description>
