Countries like India, Russia, and a large part of Europe still have antiquated rules when it comes to emissions.  Take Germany for example.  They still have a number of &#34;lignite&#34; or brown coal fired power plants.  Lignite is a very very low grade of coal, that when burned produces a ton of dangerous gasses and chemicals.
