My car failed the emission test 3 times with codes p0136,P0141,P0171 what does this mean & how can i fix it?

I have a 2000 Ford Focus Lx, I took the car for a diagnostic test and it read that i needed the rear 02 sensor, so to be safe i replaced both and the car still failed. I also recently had a tune up and the EGR replaced, What could be the underlying problem?

oxygen sencer,its off the exhaust manifold,or where ever on the exhaust squirt the hell out of it with wd-40
and take it off,shouldn’t be to hard
